H.R. 1363, passed by the House on Thursday, is the first short-term Continuing Resolution to contain language to restore this important pro-life policy. The D.C Dornan amendment is the ONLY pro-life policy rider that was lost while Democrats controlled the House, Senate and White House. Without the D.C. Dornan amendment, abortions are paid for using taxpayer dollars every day in the District of Columbia.
This important Amendment really is settled public policy, having been in place from FY96-FY09. FY10 is the only year since FY96 that the D.C. Dornan Amendment was not attached to the Financial Services Appropriations Act.
It is vital to the pro-life cause that the Senate accept this CR with its funding of the military through the end of the fiscal year (Sept. 30) AND the re-instatement of this public policy.
We must urge our U.S. Senators to vote YES on the CR (H.R. 1363)
