Senate Will Get Another House Bill To Begin To Dismantle ObamaCare

Another side effect of ObamaCare is that it created direct funding for graduate medical education in qualified teaching health centers, defined as community based, ambulatory patient care centers that operate a primary care residency program.  Title X clinics are specifically listed as eligible grantees and obstetrics/gynecology is one of the specific training areas.

An Amendment to ObamaCare sponsored by Rep. Virginia Foxx (R-NC) will, if passed by the Senate, ensure that none of the funds authorizedfor qualified teaching health centers can be used to pay for “abortion or training in the provision of abortions.”  The amendment also ensures that funds are not made available to any teaching health center that discriminates against individual or institutional health care entities on the basis that the entity does not “provide, pay for, provide coverage of, or refer for abortions.” 

Taxpayer dollars should not be used to pay for abortion training, and training centers that discriminate against pro-life students, doctors and nurses are not the kind of centers that should be selected to provide training under this program.

Recently, the House passed H.R. 1216 (Roll no. 340) regarding direct tax funding for training centers for “qualified teaching health centers” which includes Title X clinics. This legislation not only will require those monies to be approved during each budget cycle rather than direct funding, it will also provide  “conscience clause” protection both for individuals and institutions.

All U.S. Senators should be encouraged to support this legislation.
